How do I stop users from having access to create new ICA Icons?

The user interface settings for the Program Neighborhood client are held in the appsrv.ini file. The four settings that receive particular attention in the Citrix documentation are:
ApplicationSetManagerIconOff = Off
CustomConnectionsIconOff = Off
FindNewApplicationSetIconOff = Off
AddICAIconOff = Off
These settings determine if the icons mentioned are hidden. A value of "on" hides the icon. A value of "off" "un-hides" the icon. Many of the settings in the Citrix client ini files follow this sort of double negative behavior.

The ApplicationSetManagerIconOff setting determines if the Application Set Manager Icon is visible in the Program Neighborhood interface. The CustomConnectionsIconOff setting determines if the Custom Connections Icon is visible in the Program Neighborhood interface. The FindNewApplicationSetIconOff setting determines if the Find New Application Set Icon is visible in the Program Neighborhood interface. The AddICAIconOff setting determines if the Add ICA Icon is visible in the Program Neighborhood interface.
