Why do I get the ICA Client File Security prompt when I log in to a Citrix server?

The ICA Client Security prompt allows the user to determine if the ICA client
will be able to access the client's local file system. I believe this behavior
is determined on a client machine basis because the data is stored in the webica.ini
file in the %systemroot%. Further comments or clarification on this is welcome.
Here are screen shots of the prompts themselves.

In earlier versions of the ICA client, only the web
client would prompt the user for these settings. This is a security feature
to prevent the ActiveX control from accessing the users' local file system
without the users' permission/ knowledge. The recent versions of the client,
especially the one located at the citrix.com site where the MetaFrame
XP/ 1.8/ 1.0 HTML wizard creates embedded and launched applications use
the same client executable to access web, NFuse, or direct connections
to a server or farm. Because of this, users may get prompted even though
they are not accessing a web page.

If you want to give yourself full access to your local drives
here is what you would pick. On the bottom you can also choose the option
to prevent the ICA client from asking you again about drive access. Also
note that there is an option to only ask on a per application basis.

This information is stored on the webica.ini file in the %systemroot% folder
on the client machine. This would be C:\winnt on Windows2000/XP/NT or c:\windows
