Follow Solution Below:

A MetaFrame 1.x for Windows Terminal Server may generate one of the following errors when launching the Shadow
Taskbar from the console or within an ICA session:

"The DLL file or a DLL referenced by it was not found."

"You do not have the proper encryption level to access this session."

Apply Hotfix ME180014 (or its current equivalent) and install the SecureICA client on the server console.
