By default, when a new connection type is created, the local administrators group has Full control.
If the security permission is set for this new connection type so that the local administrators group has No Access, no one can log on to the server using that connection type. Instead of getting the default logon screen, users will get the standard security screen asking them to Press Ctrl + Alt + Del to begin.
The following error message appears if the buttons are pressed:
"The system could not log you on (13D). Please try again or consult your system administrator."
This occurs even if the user is an administrator.
To allow users access but not allow administrators access, you need to set the security of that connection type specifying that each member of both the local administrators group and the domain admin group has No Access.
